2 questions....
firstly... my temp gauge fluctuates... like rite now the weather here in toronto is like -1.. so the car takes time to heat up.. so the temp gauge goes to its normal position.. then when im drivin on the highway.. it drops.. city driving back to normal.. is this a concern ?
the settings on my heater/fan.. (like u know how u have 1 2 3 4 blower options).. the 1st 2.. 1 n 2 stopped working... why ? what can i do ?

Does your temp slowly go up or down? I came from Alaska where the temperatures go much further down than -1, of course... we use foil or cardboard to cover up the front grill so the engine can heat up better, but also may want to check your cables/thermometer... As for your heater settings, do you mean that settings 1 and 2 no longer work?

That is normal for the temp gauge to go back down as the cold air runs by the motor, also get some electrical contact cleaner from Radio Shack and spray it in the switch, it might just be dirty and the contacts aren't touching.

if the engine temp goes down below normal on the highway, it is NOT normal. the car should warm up quickly in any weather and the temp gauge should fluctuate very little from normal during most driving. your symptom indicates that the thermostat may be stuck open. replace the thermostat (<$10), it's an easy job.
as for the interior fan switch, i believe that each setting (1,2, etc...) has it's own resistor to regulate the speed of the blower motor. it may be that the resistors on positions 1 and 2 are blown. someone is selling this unit on ebay right now for $18.00:

What Southpaw said makes sense as he knows these cars better than me.
I did however have an Audi 4000 Quattro and in extreme cold the temp would drop while driving on the highway, of course due to the frigid are hitting the wind screen
