maybe my butt dyno is not that sensitive or maybe i've owned it for too long and have gotten used to it, but i don't really feel a surge....maybe my mods hide a bit too....

VICS

The VICS doesn't switch over until 5500rpm, not 4000. Don't believe me, read a brochure, or have a bud rev the engine while you watch the valve move under the hood. Hell, it's even audible. Rev slowly to 5500, the pitch changes when it switches.
