I think I'm missing something.....

I took off the dealer plate cover to put my own on, and I could see into my bumper. It looks like there is suppose to be some sort of cover around the rear bumper plate light that I am missing. I won't be able to talk to the dealer till Monday, but I was hoping someone might know what this piece is. I looks to be about a foot long and 3 inches wide. Currently I can reach in and touch the wires in the bumper.

Anyone know a website that list all the parts?
