I have been researching for a long time about this issue and nobody seems to know an accurate answer. This guy posted this message in a streetglow message board. I hope this is helpful for some people:

vehicle emitted just a glow and the bulb is not visible from the front, rear
or sides, regardless of color, IT IS 100% LEGAL!You have every right to have
neon lighting because there is no law, in ANY state that prohibits neon

question to you is as follows: If neon light rods are installed beneath the
vehicle, in a manner in which the bulb is not visible, but still emits a
GÇ£glowingGÇ¥ effect directly underneath the chassis of the vehicle, does this
make the usage of neon lights legal?I, as well as everyone else in the online
GÇ£GLOWERSGÇ¥ community, would greatly appreciate an explanation as to whether
or not the usage of automotive undercarriage neon is permitted. If
undercarriage neon is not legal, please include an explanation as to why it
is not. Also, please include in your explanation where and when automotive
neon can be properly displayed (i.e.: While vehicle is parked, In parking
lots, etc). I am just one of the hundreds-of-thousands of people in search of
ways to legally defend the usage of undercarriage neon, and would really like
to bring back some concrete answers from the people that enforce the

i was under the impression that they are 'legal' unless you can actually see the bulb from a certain angle.

The only thing it tells me is that other people have the same question I do. Where is the reply? I'm interested in what the law says. Although down here in PR the cops stop ya if you look at them or if you don't look at them, what I mean to say is that they'll stop you for no reason just to waste your time.

you can actually get pulled over if they are too bright and causing distraction for other drivers. You are not supposed to driving with any interiors lights on except stereo and dash instrumentation.
Same goes for the hyper blue headlight styles you can park with them but you can get a ticket for having them while driving. just like the tint as long as the window is down then you can tint your windows as much as you want.
It all depends on the mood of the cops

The law varies from state to state. However it is pretty universal that red and blue are big time no-no's.

Generally, I think its better that if you have them, don't turn them on while you drive around, save yourself your own time. Turn them on when you park somewhere or go to a show. Not while you drive around.

And, generally (in Colorado anyways), the traffic code is written in a manner so as to allow the police to pull you over for just about anything under the sun that isn't right. Now, if they pull you over for something "stupid" chances are they are "fishing" for something bigger than a minor traffic violation.

If they don't get anything better, then a cop might issue a ticket. It is all the discretion of the officer.
