Speedometer Markings

Has anyone noticed that on the Protege's spedometer, just above 0 there is a significant tick mark? Does anyone know what it's for? I always use it as the speed at which I shift into first. If I'm going faster, I use second, etc. This can't be what it's actually for can it?

Just curious, and thought someone might know.
