Police cars are overall slow as hell..
The old Caprices with the LT1s were very fast, they WOULD go 140 and do a 15 second quarter mile..
All the new police cars (stock) except for Camaro are almost exactly the same performance as their civilian counterparts.
Each year the Michigan State Police does a police car evaluation for all the police forces in the country to see as a benchmark..

crown vics don't go faster then 128 even with the slightly revised engine they received in 2003, and chevy wimpalas are a front wheel drive police car LOL, not much power either.
Some wacky police departments may install superchargers but most do not as there is no need for it, even extreme programming wont make much difference in performance on these cars.

I guess it's time for a former police officer to step in. I'm not sure what it's like in the States but I'd image it's much the same as here in Canada with some varying degrees but police cars are not supercharged or otherwise. The supsension and other parts have been beefed up but other than that, that's about it. Many of the vehicle run on propane instead of gasoline because of better combustion and throttle response as well as cleaner emmisions. Remember too that yes, they are usually heavey with computers, perhaps a cage and there parts.
As for the govenor in the P5. A friend of mine has been modding his and found a fuse that seems to be the govenor. He pulled it and according to the reading from the GPS the car tops out at about 245km/hr (153mi/hr). I haven't pulled mine yet but she tops out a 198km/hr (123mmi/hr).

My car cuts out at 6700 rpm... I think that would make about 130 mph on my car.
I've only taken it to 120mph and then I ran out of road.
I know it cuts off at 6700 rpm because I've actually taken it that far on 4th gear, but not 5th.
