That's the dumbest-written article I've ever read. They guy is obviously a car-n00b. Not that it's a bad thing, but he shouldn't be writing 'tuner' articles if he doesn't know ****.
This WRITER is a freaking n00b.....
Anyway, I'm not here to judge. If a guy wants to throw $30k at a cavalier, that's fine with me. I'll probably end up throwing about $8-10k at my 323 when I'm done. And who knows if I'll even be 'done'.

It isn’t cool, though, to just throw anything on your car. Neon, for example, is embraced only by the newbies. Among hard-core tuners, neon is ... well, it’s tacky. Now, a demon-red Hyundai Tiburon with robotic-looking ground effects, euro tails and finished off with a Japanese aluminum wing? That is hot.
