wiring the neon

Ok guys i got a simple question. I want to wire my neon lights directly to the cigarette lighter outlet in my 3. So what i planned on doin was running the wires under the center console and hookin it up that way. My friend said he'd help me out with it, but he also said I'd need a switch for the lights because the cigarette lighter outlet is wired "hot"?? He said that if we wired them up to the outlet w/o a switch, that even when i turned the car off, they'd still be on because the outlet is connected directly to the battery . Is that true? because i got my ipod charger plugged into the outlet right now, and when i turn the car off it turns off. So, is he wrong or what?
