They look like JSpec Dual Projector Headlamps with the housing painted black.

 

wow cool lights one looks blue and the other one is green.

That pic is from the Philippines. I'm going to Asia sometime before my Fall semester starts for a quick vacation (staying in Hong Kong) and will stop by the Philippines for a quick visit to some relatives. Hook ups anyone? Tee Hee
