The MkIV VW guys have been doing this for years. Go to VWVortex and search for the "Joey mod". That should tell you how to pull the lights apart.

I did this to my Focus last year. It's called the SVT headlight mod. It is styled just like the new SVT Focus headlights.



And here is a complete step-by-step I wrote up on the whole procedure.

I don't have any hands-on experience with the Protege lights (yet) but I imagine the process is very similar.

People on this board have posted many times how to take apart your headlight in order to take out the side amber part for the sedans, so it'd be the same procedure for blacking out the inside of the headlights..... I'll search for a good thread and try to bump it up

Do you have any problem with water?? I heard the water will go into the headlights after painted it.
