its possible...
You will need to acquire a wrecked protege (check the FAQ for which cars had Discs all around) and swap the parts. Lots of people around here do it to their Civics and it is not extremely hard. make sure you get the parking brake cable from the wrecked car. The connections are different than the rear drums

You should also note that all U.S.-market BJ-chassis cars with rear disks have 5-bolt wheels, but your 99 has 4-bolt wheels. If you want to retain your current wheels, you will need to either (a) buy some OEM rear disks from a JDM Familia Sport 20, which are drilled for the correct 4-bolt pattern (these parts are available from Mazdspeed Motorsports Development), or (b) have the 5-bolt rear disks redrilled by a machine shop. I would go with option (a) because drilling may weaken the disks.
You may also need hubs from the Sport 20, but maybe not. Last I heard, Edwin (TheMAN) was trying to verify if the disk and drum hubs are the same, but I never heard the answer. Ed?
