Throttle cable adjustment

Ok, I am used to working on cars with throttle cables adn all you have to do is adjust 2 nuts to fix it. Well, I am looking down at ours, and where the throttle bracket is and the cable goes to, there is a sheath, with a spring, and it twists. Well, it twists, but it will not twist off. Is there anyway to adjust the throttle? Currently I cannot cruise because there is a catch in the pedal. You can push it down and nothing happens for 1/8ish an inch.
