It's most likely that his operating system is not setup for the correct country code. You can change the setting from the "Control Panel" in the "Regional and Language Options" icon.

 

I'm all set up as Canadian in XP and I still get msn.com, so that doesn't explain it. At any rate, it's another potential source of confusion. For those in Canada I recommend canadiandriver.com as a reliable source of news and reviews.
