Lightbulb Headlight Adjustment Phucked?

I was reading my shop manual, in an attempt to aim my headlights up, and discovered that the little aiming screw thing has a clear plastic cover over it! I'm going to pull the bumper off and get it off one way or another tonight (I'm grounded. See "Busted To The Maxx" post) so I'll eventually figure it out, but in the meantime, why is there that cover over it? Maybe I'm missing something., but I'm looking (and found?) exactly what the shop manual told me and illustrated... Has anyone else been able to point their headlights up?

Nevermind, pulled the cover off and I'm aiming the headlights as I type here. Achieved good results so far, but it'll take some tweaking to get it right...

Cause they're way too low. I finished it last night and all is well now!

Edwin, I never actually took the bumper off, I got the caps off without. If those were the horizontal screws, where are the vertical ones?
