clicking noise: Timing belt?

I have haerd this new clicking or ticking noise comming from my car since it started to get cold. Is this likely to be the timing belt?

My car is a 2000 1.6l with 84,000km.

Is it time to change the timimg belt anyway?

any advice would be appreciated.
I've also read in the forums to change the timing belt when you do the water pump...is the opposite true? do the water pump when you are doing the timing belt?

i'm not 100% sure of the conversion but the timing belt should be done about 60K miles. Also the reason the recommend doing the water pump at the same time is because you have to pull the belt to get to the pump and it would be double the labor if the pump should go out. It's just good cheap insurance. Pumps aren't expensive but if you have to go in and re-do everything the labor will get pricey. I replaced my waterpump @ 21K miles and went ahead and did the timing belt at the same time.
