Question Hot Copkit!!!

I have a 94 protege DX and i have noticed that its always warm inside .
i live in a tropical country buy i paid a guy to buy it for me in north america i have noticed that the air coming tru the air vents is always warm and its not that good almost no air passes tru its like if the heater was always on .
I have also noticed some oil stickers under the hood that are in french so maybe the car was initialy made for canada .
DOES ANYBODY HAVE THE SAME PROBLEM ? IS IT NORMAL?
HOW CAN I COOL THIG DOWN?

my heater flap on my 92 protege got stuck on heat and the only way to put it back onto cold was to reach under the steering wheel and on the right side wall there is a linkage i had to push all the way up to close off the heater. I was always able toget heat by moving the thermo on the controle but i had to manualy close it to get cold air . Hope this helps and makes some sence.
