Bouncy speedo needle

under 50km/h the needle just dont stop jumping, i can actualy here it. over 50 it doen't. both my new cluster and stock one act like that. so i'm suspecting its related to something else. What you all think?

guys....are your speedos ELECTRONIC...as in do they have a sending unit....or are they cable driven? if they are cable driven....that that sucker out....slip the OUTSIDE off....grease up the cable and reinsert it.....I have seen this MANY times on motorcycles and older VW's which have cable driven speedo's....usually works like a champ...and settles the speedo right down to rock steady.
