wheels then lowering or lowering then wheels

hi, I was wanting to put new rims and wheels on my Protege. i would rather lower it first though because it is cheaper than a new the rims so i could get it done faster. is there any way that i could do it this way but make sure that i dont botom out when i get my new rims because of the size difference?

Lower first then you can fit your new tire and rim combo better .
