I suggest the creation of a forum specifically for the Protege FAQ.
One thread per item in the FAQ. Viewable by all, but read-only except for the admins.
(or, one sub-forum for each main section of the FAQ, and then one thread per question in each of those).

Judging by the number of times questions are asked over and over, this would greatly increase the the visibility and usablility of the FAQ as presently there are a few problems with it:
1 - non-prominent placement on this site
2 - not searchable
3 - specific questions are not viewable in an index, the only way to see what questions the FAQ contains is to scroll through every page.
