You have to build it as a "kit", you cannot import a turn-key car into the states.
Still have to make sure it fits all kit car regs for your state. In Texas it must meet all EPA regulations for year assembled and pass an emissions test and meet a good number of other laws as well to be registered for street driving. So even importing it as a kit is an iffy thing without modifications.

Wow, didn't know there were so many Lotus nuts around here.

Ok, if a 7 is that much work, change my answer to an original Elan (roadster preferred), or an Alfa GTV (anything but Alfetta or GTV6). Or maybe a '68 Firebird. Or an MGA. Or a Lincoln convertible with suicide doors. Or...

Nope, because its a "replica" of a 1960's car, it has to pass THOSE standards, which aren't too tough

I've got a friend who is trying to open up a business selling these things. Also, just check out the Sylva cars mailing list.....plenty of people driving these types of cars around.
I don't know about your state. But our state only cares when it was manufactured, replica or not. If you take various parts from a 1960's model vehicle then you might be able to get off with 1960's model year emissions regs (or as they say in the FAQ if the parts are actually 40 years old).
