Low RPM/Intake Bogging

Okay so me and my friend both have the same issue. We both have short rams, 2 different types on our N/a Mazda 3 2.3's. It seems like our cars suck in so much air, the car litterally bogs in the lower RPMS and will take off good around 3500 rpm and up! so to me it seems like, its taking in more air than it can put out, what would be the remedy for this? I would say an exhaust, that way it will equal eachother out! as freely as it goes in, as freely as it can go out! (no CEL for either of us)

any thoughts/comments/suggestions?
