fuel delivery/manufacture codes

Ok through alot of reading 1 bad experience from mazda dealership and alot of help from another mechanic I have been having issues with my 2006 mazda 3.

Long story sgort there is a problem with getting enough fuel to the engine cause it to downshift at highway speeds when going up hill or accelerating (like you are towing a heavy load)

The mechanic I took it too has his reader on it and he can see there is an issue but his reader keeps saying (manufacture code) Is there a reader that only a dealership would have that would tell be what is malfuntioning ie: fuel pump fuel pump module, fuel filter etc..

He had done a test of fuel delivery system and at the engine you should be getting 55 PSI of fuel i think but he is only getting 39PSI??

Thank you
