license plate bolt

trying to get a front mounted license plate bolt out of the from bumper of a 96 ex civic sedan.

it was severely rusted and is the orignal one put in by the dealer. I sprayed wd40 on it and it finally came loose but it just sits and turns and never comes out.

anybody else run into and have any suggestions. it won't pull out but it did come out enough where I can hacksaw it in half. I have a feeling that is what I am going to have to do and just cut my loses and go with one bolt holding on the license plate.

thanks for the help in advance and I also wasn't sure where to post this and I know i t isn't for a mazda the honda civic is our other car and since this could apply to any car I was hoping that somebody might have some suggestions.

if it turns in place, you may be able to just pull it out. If not try and get behind in and push it out while turning the bolt.
