Well the orange rust colored spots sound like tree sap. I've used those new bug and tar removal clothes from turtle wax on sap and it seems to work really well. (Also does a good number on bugs and such.) If it's really tough to get I try to rub those sheets on the spots right before a car wash and that usually does the trick, if there still not coming off, try it after a car wash also. I don't know about the glue from the ding guards. Sometimes good old hot soapy water will work, otherwise I really don't know.

It could also be industrial fallout if you live near a refinery. It looks like rust and are small spots on the surface of the paint. You can take it off by using a clay bar.

It sounds a lot like rail dust. Is your car white or silver? If it is go to the dealership and have them do fallout followed by claybaring. The end result will be great and will make the cars paint job like glass. It is covered under the warrenty. I used to work at a mazda dealership doing detail and i had this done to my silver 5.

Just make sure you use car wash soap, not dish soap. Dish soap will do a number on your finish.
