My buddy bought a full WW body kit. He also bought the factory P5 fog lights but we found out that there is no place to install them on the WW front bumper. Sure there is a hole for them but no bracket or base or anything. The foglights that he bought have a black metal base but I have understood that they are missing a P5 base or braket.

That's correct. He needs the bracket that bolts up to the bumper. It's a concave black metal thing. Your dealership should be able to help you out.
