Headlight Condensation and Weather

Anybody know if it's safe to change lightbulbs in humid weather? I don't want any unwelcome condensation.

If you have changed your bulbs in your garage without problems during rain (or humid weather), your input would be greatly appreciated.

*I've seen discussions about fixing the problem but none of them answers the question above.
