Is it safe to buy car alarm from ebay?

cause, recently police came up to me and said i better watch out for my car. a lot of cars have been stolen or broken in my neighborhood.
so, if i wanna get car alarm, i want something has features like above product.
and If they are reliable, how much are the installation will cost?
it seems like those lcd car alarm have a lot of things to install.
help me out guys.

Has anyone ever bought an alarm of there? Or is it just crap?
