rear brake drum adjusting?

Sorry if this is a old topic, but I didn't find anything about this in the archives specifically. Is there a way to adjust the rear drum brakes on a 99 ES? I read a post where somebody with the spongy pedal syndrome went back to Midas and got their rear brakes adjusted out and it took care of the problem. Not seeing an adjuster on the brakes. This is following new front brakes and a full flush and bleed of the system.

There is a little cog-looking wheel in the drum brakes near the wheel cylinder. This is used to make adjustment on drum brakes. IIRC spinning it down tightens and lifting up on the safety latch and spinning it up loosens.
