Man ! Put OIL on that thing !! it will turn to grease after some time and no rust will appear...
(I know, the engine was leaking so bad from the valve cover when i got the car so the engine was pretty dirty but not rusted... at least the parts that were covered..)

for those that are already rusted I would just use the best de-ruster you can find, I have used some that didnt work at all and some that looked like acid on the rust. Use that generously and then just try to lossen them every once in a while while soaking it.
Once it is off, take a wire brush pieve that you can buy that goes into a drill bit slot and use the drill to brush the hell out of the inside of the threads that were rusted together(assuming you got em apart).
Once they are all clean use a nice oil which like has been said will turn into grease with time/friction/dirt etc. Or a good grease, I dont see how grease would make it so you cant get the screws/bolts in because it should take up space meant for the bolt, just squeeze around it.
oil would prob work better if it wont go in with grease.
I will have to take extra special care then cause the rear sway is one of my next purchases, but I was only going with the 19mm 2way adjustable.

some have had a lot of squeeking noise from that 2 position rear swaybar. this is why i got the adjustable 19mm one...but heck
if i would've known it would rust this much, i would at least
put more grease on it when i installed it or put some rust-proofing
spray on there (that black gunk). plus im getting a lot of rattling noise from the endlinks.
