I raced a lightly modded '94 Prelude (the model with Vtec) from 20 - 55mph...he won by half a carlength. Performancewise, he had an AEM cold-air, full custom mendrel-bent 2.5" exhaust with no cat, and UR underdrive pulleys. All I had was a cheap cone filter and a crush-bent 2.5" cat-back with no muffler (stolen).
When we pulled over to talk he asked what engine I had in my car...I told him stock 2.0L DOHC....he turned so red lol, guess he thought he was really fast or something, yet he only barely beat a basically stock P5!

not necesarily. I can go pick up a 93 supra for $8-10k then even throw $10k on top of that and have at least 500hp for around $20k. It may not be new but its still cool, and fast as hell.
