fixing exhaust vibration according to TSB?

I was checking out the faq, and I spied the TSB entitled "01-006/00 1999-2000 Protege - Exhaust Resonance Noise At Approximately 2200 - 2300 RPM".

It only applies to '99 and '00 Pros with Cali emmissions, but I've got some resonance on my P5, and I was wondering if a similar procedure would help me out. I have an aftermarket (Team Moon) exhaust. The resonance was there when I still had the stock system in place, but it got worse when I installed the new pipes.

So here are my questions...

1. Does anybody think it'll help?
2. What is this dynamic damper, and how does it work?
3. Will my Mazda dealer sell me the parts even though I don't have the model specified in the TSB?
4. Any other bright ideas to reduce the vibration?
