Looking for a blown fuse & heat help

Hi, first time post here for me. I have an 89 323 2 door hatchback. I have blown the fuse for my cigarette lighter by using one of the those heaters and I can't find where it is! I've looked under the left side of the dash with no luck, even checking each fuse. I've looked under the hood at that fuse panel. I pulled out the radio panel which houses the lighter and followed the wire until it disappears into a larger wire bundle and no luck. I have the factory service manual and the only reference I can find pertaining to the fuse is listed on the schematic diagram of the rear window defroster. Off to one side it show the lighter and a 15A fuse and next to it is a number 8 circled. Anyone have any idea where this fuse is? I would rather find the fuse then have to re-wire the lighter to the battery!

Also, the reason I was using this heater was my heat is not working all that well. When I bought the car in March one of the first things I did was to change the coolant. When I drained it, it looked like mud! I must have filled the radiator 50 times with plain water before it starting flowing clear. Anyhow, I've since replaced the thermostat, pulled the hoses off of the heater core and its flowing coolant fine but I only get luke warm heat inside the car. I'm at a loss to why I'm not getting any heat. Any suggestions on where to look next would be great.

I am pretty sure that the owners manual gives a full listing of what each fuse does... I don't have mine on me right now, but it isn't for the same year anyway. If I remember to go get it, I'll tell you, it might be the same as before.

clueless about the fuse because i havent experienced that yet. do u think that maybe u put the thermostat in wrong or that ur heater core is toast?
