variable tumble solenoid p2009

hi ive seen a few posts on here for this code but still not sure how to tell if its actualy the solenoid itself or a wiring issue. i have check voltage on the wiring loom and i have battery voltage. i checked resistance of the earth cable there is little resistance so not a bad earth. i check resistance of the solenoid itself its around 70 ohms which to me seemed a little high but i havent been able to find any figures to see if its within limits or if the solenoid itself is the issue. any help would be greatly appreciated.
main this id like to know is how to test the valve to see if this is the issue or if its
a wiring issue.
