Curious, Panel next to steering wheel?

Hi, i'm a new member a was curious what this panel is used for in the car. I own the 2004 Mazda3 S. The panel is to the left of the steering wheel, below the air vent. It has the "wheel" buttons that control the fog lights to move up or down, and the interior lighting, which dims or lightens the lights. There are two open spots, that look like you can wire some sort of button there. Is that possible? I have a Garmin and really would like to have it wired to the left of my steering wheel, somehow mounted there, not not on the windshield. I don't know if there is some way i could wire the Garmin to the battery so all the wires are hidden, and if i could but in a button in that panel so i can control when power is coming from the battery and going to the Garmin, like a switch in between the two.

Thank you for reading this, and i hope i get some replies
