Fog Lamp replacement for my 02 Protege ES

I'm having problems figuring out how to instal a new foglamp bulb on my 02 protege ES. I just can't get to the old bulb. Do I need to do it from the outside (ie by popping out the cover) or from under the car? Anyone have any ideas?
