weird rub

i recently replaced my passenger side axle and im stil getting this weird rubbing noise. it gets louder and u can actually feel it when i turn which lead me to think it was my tires rubbing(i have 17's with a 40 series tire) but there are absolutely no rub marks in the wheel well. the only other thing i think it could be would be my brakes. im not sure how close the pads are supposed rest on the rotor but when i had the car jacked up and had an assistant press the brakes they barely compressed. maybe a couple of millimeters. then when he let off u could see no movement there either. is this what u would call sticking brakes. but thats the only other thing i think can be making this annoying noise. any suggestions on how to fix this. sorry for the story. pleeze help.
