As far as I know, there is no avaliable 'piggyback' chip for our ECUs, let alone for $5. Intake chip? How's about there are no electronics on an intake in the first place, aside from the MAF/VAF. Unless this chip is a MAP sensor (i.e. no more MAF/VAF airflow restriction) then there is NO way you could get 20 hp from any intake electronics.... Junk, enough said.

No. Same thing with electric superchargers. If you don't believe me, search on www.FreshAlloy.com for "electric super" and feast your eyes
consider protege's still have distributor ignitions (mine does, I haven't looked at newer 2003 2.0's, I doubt they've gone to electric distribution.)
this leaves you room to advance timing at MOST 1 degree, you can push 1.5 or 2 degree's but your ganna knock. advancing timing does give a little performance but dont expect anything substantial.
timing chips on ebay = resistors or a little box with a pot in it that you can adjust ohm range (its a fancy resistor)
electric turbo charger on ebay = a fan that blows air into your manifold, there is no compression hence no boost. it may give you 1-2 hp but its noisy, a drain on the battery (if it really moves 450 cubic feet of air, its gatta be a very high wattage fan, hence the noise) and doesn't really do anything but allow for peak airflow.
anyone would be better off with a 'tornado' that you stick in your air intake tube, they actually atomize the air/fuel mixture giving you a smoother rev. they'll improve your gas milage a few percent but you might also notice a few pounds of additional torque at very high rpms.
