not the easiest or best solution... but pretty much all installations of Windows come with MSpaint as part of the default install... it can resize pics under the Image->Stretch/Skew pull down... in the stretch put a percentage that is less that 100 into the boxes and it will resize the image accordingly.

Not the easiest... but certainly cheap!

Yeah, I've been using Paint to resize photos taken with a "normal" camera that I've scanned into my PC. It's a bit of a pain in the butt, but it works well. Only problem is that Paint only lets you save as a .bmp that turns out to be frickin huge.

So I downloaded another freeware program called Ahaview. It can convert .bmp to .jpg and does a good job.

If you are familiar with Open Source software on the Unix platform, there is a peice of software the is supposedly as good as Photoshop, but it is free. It is called The Gimp. it can be found and downloaded at

http://www.gimp.org/~tml/gimp/win32/downloads.html

I highly recommend this if you are not wanting to buy Photoshop and are afraid to get tangled into "free" commercial software (can't say I blame you).

Hope this helps!

Hmmm ... at least on my PC it allows me to save in one of three formats (JPEG, GIF, and a few different BMP options).

IrfanView

If you don't need paint capailities, Irfanview is hard to beat. The main site at http://www.irfanview.com/ seems to be down right now (at least from where I am), but there's a mirror site at http://www.ryansimmons.com/users/irfanview/ and it's available for download from Tucows.

Excellent for slideshows, color adjustments, cropping, batch or single-picture resizing, and converting between formats.

If you are looking for software that will for example enlarge your picture without a lot of distortion, then you are out of luck. Most software do a decent and/or good job decreasing.
