Well...if you're cheap like I am (and using a PC w/ Windows), just use the MS Paint program.

Just use the stretch/skew tool and change the size to fit in a 100x100 box, then you should be ok as long as it's saved as a .gif or a .jpg.

 

well if you have MSoffice you should have MS photo editor installed too, that is one of the best programs ive used for lighting and resizing, its ultra fast and takes very little resources

 

and then there is always Photoshop (ooooohhh how i like) or Fireworks.... but your lookin at some expensive *** programs there
