I know most cars only need a wire shift from one relay to another to get the foglights to operate with only the parking lights (cool.) instead of only with the headlights on (functional.).

are these factory or aftermarket??? If they are aftermarket just wire the fog lights hot (positve) wire into the fuse for the parking lights, otherwise you'll have to jumper the foglights to the parking light fuse. If you have a shop manual or the haynes manual it has complete electrical layouts. Just make sure you know exactly what you are doin, my bro tried to make his sidemarkers bling w/ the turn signals and ended up w/ a shorted out system and no turn signals at all.

 

don't wanna sound like an elder but each state has laws and if the car's fogs do not come on when the parking lights are on it is usually b/c it is illegal (it gives cause for a cop to pull you over without any other infraction)

Fog lights are not required equiptment on any car so wether or not they turn on at all, either in concert w/ another light system or not, is irrelevant. The federal proper lighting codes and DOT require the primary lights to project at least 200 ft in front of the car, that is it.
