Fog light operate independently of headlights?

Fog light operate independently of headlights?
I have a 2001 Protege ES. Does anyone know how to modify the fog lights so they can come on and off just by using the factory switch (without having to have the headlights on)? I was unable to find anything in the FAQs or by searching.
