What is this noise?!?!

i did a search but i couldnt find the scenario that matched mine so here it goes. When I driving at very slow speeds (prolly around 1-2mph) and the wheel is turned any amount, i get a high pitched sound similar to load brakes. When it's a cold start the sounds is much louder. It only seems to happen when the wheel is turned off center and only when the car is moving. Any idea what this is??

Also, i just replaced the brake shoes on my drums in the rear wheels. I wish i wouldve waited one year or got the ES but i didnt and im stuck with drums. Anyhow, I took the pads and other parts apart and assebled them back to the original order. i used one wheel as a reference so i didnt screw up how it would look. So now they are both on and it appears that the right rear as a swooshing sound like the drum is not perfectly round and is rubbing agaisnt the pads on the same point every rotation. The sound, however, is mush like when you sit in a car and the springs groan alittle under the weight, but it happens all the time! Any help with this one either?
