Nope, it's not. I'm going to back up what Jeff and the FSM says. The zinc-plated box-shaped thingie in the upper half of the picture is the canister drainback check valve (CDCV). The hose leading from it goes to the charcoal canister. The white thingie in the upper right of the pic is the evaporative gas check valve. This "fuel filter" doesn't filter fuel going to the engine, it filters air going in and out of the evaporative emissions system.

Repeat after me: The ONLY fuel filters on your car are IN THE TANK.
