fuel regulator

I know that a fuel regulator regulates the amount of fuel pressure (DUH) but how can that improve performance? Lot of people I know do this as one of their first engine upgrades. Why?

If I am not mistaken ,, most people use it to raise the feul pressure, but you don't need it with a protege with no nos or turbo , or higher comp.,,, or some type of real power adder... cause our cars already run rich
