What are reputation points?

What are reputation points?
I just clicked a little icon that looks like a balance in the lower left-hand corner of my post and a window popped up saying something about 'reputation points'.
Searched it on the FAQ and got nothing. What are they? How are they determined?

The system for rep was 'turned on', but never configured.
Normally we are supposed to be able to give out rep to people who deserve it (like a kudos). In the same fashion, we would receive rep.
That's what the little green square is under the post count.
The problem is, we can't seem to be able to click the 'scales/balance' thing for anyone else except ourselves.
Since you can't give yourself rep points, the system is a little broken.

The whole idea of rep points is a little broken. . On the other Protege club, someone started a reputation thread, and we all gave each other millions of rep points. whee!
Worthless, IMO, but if I had the power to change it, it'd probably be no biggie to turn it on.
