you could always use webshots.com or imagestation.com if you just want a place to host pictures

Are you making a website or hosting pictures? For a website, check out Brinkster.com. Their free service allows 30MB, ASP support, and no ads. The only downfall is a 20MB a day data transfer. For images, Imagestation, like the others have mentioned.

how about a site that lets me placed links in other websites, forums, or chat groups to files stored on that website(to permitted to link directly to the individual picture and video files)

You can also try and see if you ISP will host a webpage for you

(all the big ones do)

AT&T Broadband
basic 1.5Mbit/128kbit plan. In reality I get 2 Mbits/256kbits. For $40, I'd say I'm a happy customer :)

I can't believe how expensive ISPs are in the US.. the same thing here (alberta, canada) costs between $20 and $25 US..
