A decent impact wrench (the air tool you're talking about) is in the $150+ range, plus the cost of a compressor (a couple hundred).
You don't need one at all though. Take the lug nuts off with a lug nut wrench (your car comes with one, but if you are going to use it regularly don't use the stock one, buy one with a longer handle to make it easier), and put them back on with one.. but don't make it tight. tighten them with a torque wrench (a hand tool, not an air tool) to get them to the right specs. Your owners manual will detail the proper torque numbers, they vary. You can get a torque wrench from 30 dollars and up, but I'd recommend a "click type" one.. you set it to the torque you want and it'll only torque that much :)
