2013 Mazda 3 lights surging while braking
 

5 years ago I noticed this and just left it alone till now. When I am driving and push on the brakes all lights dim and surge kinda like flashing. It is the strangest thing. I went ahead and put HIDs in it and it still does it to the point that sometimes one of the HIDs shuts off then turns back on. When I first noticed it it was cold so I thought that was it. Well it’s always warm where I am now and it still does it. Anyone have any ideas what it could be?
