Wheels or Springs?

Decisions... Decisions...

You have $600.... You want the ride feel of your car to be much better...

Do you buy new 17" wheels and tires and leave the stock shocks and springs on?

Or replace the shocks and struts with Tokico HP's and Eibachs and keep the stock wheels and tires?
