Yeah, it sounds like this was never done.
Hard to believe there are still some out there.
Take it to your dealer and have them do this asap.

if it was redone would the dealer have put a sticker somewhere on the car?

there is a sticker in the door jamb and a rework sticker on the strut tower under the hood.

Let me know if you fixed or not!! Try this if you are already re-flashed! On mine it ended to be a vaccum line that comes from the electrical vac solenoid that is atteched to the plastic hose that goes in to the throttle body. Look the solenoid valve it has 2 lines like about 3/8 inch diameter one goes all the way back towards the firewall to the right hand side. The other one it gets's reduced to 1/4 inch and goes to the nipple on the side off the trottle body! You wont notice but it get's brittle and leaks! Try to pull it to see if it comes off even with the clamp! Most likely it will. Go to your local auto parts and buy a small piece of1/4 vac line then replace the small portion on your car! When istall it use some lubricant on the exterior so the clamp will slide in! It's going to be very tight but that's how you want it! The other end goes to the 3/8 line attached to a plastic reducer! again use some lubricant on the outside like vasseline ect so the clamp will slide in!! Do not use lubricant on the inside portion of the line! After that, take it for a test drive! Let me know!!
